DESCRIPTION:\nO’Neil Rashley, Jr. \nNeil Rashley is Senior Vice President and Counsel with the South Carolina Bankers Association.  His primary duties include lobbying at both the state and federal levels on behalf of the association’s banks, providing legal counsel to the association and overseeing SCBA’ s economic development strategy.    \nHe was graduated from the University of South Carolina Honors College in 1984 and received his J.D. from the University of South Carolina School of Law in 1991, where he was a member of the Moot Court Bar and the Craven Moot Court team.  \nHe most recently served as Director of Governmental Affairs and Deputy General Counsel at the South Carolina Department of Commerce.  From 1999 to 2006 he served as Deputy Secretary of State and General Counsel to the Secretary of State of South Carolina overseeing legal and legislative issues concerning business corporations, nonprofits and charitable solicitations in South Carolina.  He previously was as an assistant solicitor in the Fifth Circuit Solicitor’s Office, specializing in white-collar crime prosecution.    \nPresently he serves on the board of the South Carolina Administrative and Regulatory Law Association. \nNeil and his wife Allison have four children and live in Forest Acres.
